In late July 2010, Pakistan experienced its worst floods in 80 years, originating in the mountainous northwest and inundating one-quarter of the country, particularly the alluvial plains of the Indus Basin. The floods caused extensive damage to public infrastructure, submerging roads and sweeping away numerous bridges. The National Highway Network, which includes major transport corridors providing inter-provincial linkages and connections to neighboring countries, was severely affected.

The Project (PNHRP) focused on the rehabilitation of flood-damaged roads and structures within the existing network, funded under ADB Loan 3378-Pak. The goal of PNHRP was to support economic recovery from the devastating floods.
